Soapaction field not populated in wsdl for annotation based webservices

When a @WebMethod(action="whatever") annotation is made in a webservice, the value of the action property should be used to populate the corresponding soapaction field in the generated wsdl. This does not occur, and the soapaction field is always left blank.
