fix i18n logging bugs

    Description

      Some i18n log method have incorrect annotations. The older logging generator didn't mind, but the new one barfs, so these need fixing.

      Additionally, logging barfs on jdk7 due to LOGTOOL-23. Add workaround flag to the build scripts.
