The C API (documented here http://www.postgresql.org/docs/8.1/static/libpq.html) says nothing about XA support.
The postgresql bug tracker contains http://archives.postgresql.org/pgsql-bugs/2010-01/msg00236.php which is asking for such support but the response indicates that there are no plans to investigate. I've posted a follow up to see whether progress is feasible.

The response to my post on the pgsql forums looks promising (http://archives.postgresql.org/pgsql-bugs/2011-04/msg00197.php) but not in time for any 3.x release.

The postresql bug link for tracking this issue is:
          http://archives.postgresql.org/pgsql-bugs/2011-04/msg00196.php

There has been no movement since April so I am moving the JIRA out to a future release.
