Happens intermittently and has so far been seen for the wsas and wscf unit tests.

This has happened for 4/6 of the last test runs on narayana-java6. narayana-java7 is failing earlier for another reason. It could well happen on java7 too.
Marked as a blocker as I'm not happy doing the release until I know more about the issue.
