Error while sending email notifications for users defined in properties file

The issue can be reproduced in Kie server.
In case user informations (with Email addresses) are defined using properties file then escalation emails are sent twice. Also there is shown error message in server log, attached in this JIRA.
It can be reproduced by running UserTaskEscalationIntegrationTest locally.
