Default filters should be selected in Filters dock

The issue reported here RHPAM-717 introduces the request for a match between the active filters list and Filters dock in case all values of a certain criterion are selected.

This enhancement JIRA goes a bit further and covers the case when default active filters are being displayed upon navigation to a particular Manage perspective.
The default active filters selection is not aligned with the Filters dock selection i.e. there are no filters selected in Filters dock although there is a group of filters shown in the active filters bar.

This have a potential to be confusing and in a way stands out from the behavior exposed in other use cases. Furthermore, the enhancement would allow tweaking the default filters list rather then deleting it completely and selecting filters from scratch.
