Properly Mavenize jbpm-installer

The jbpm-installer module is not properly mavenized. There is pom.xml file, but the module structure is not following the Maven conventions.

We also need to make sure that after running mvn clean package we get an exact binary which we can then upload to maven repo and our webpages. There can not be any manual steps involved when releasing jBPM.
