parsing workitems without dependencies defined in wid should not fail

Currently in wid files we have to define
"dependencies": []

in order for the wid to be parsed (even if there are no dependencies for the workitem handler). With the addition of mavenDependencies it would be good if we don't force having "dependencies" always in the wid if none are needed.
