TaskRule service does not allow to reason over task variables

task rule service that is responsible for additional verification of tasks while it's added or completed does not allow to reason over task variables because where task is added the parameters are already converted into ContentData and then ContentData instance is inserted into working memory. TaskRuleService should unmarshall parameters before inserting them into working memory.
