Global On-Entry/On-Exit

I would like to be able to configure actions that happen globally, i.e. for every task (including script tasks). There are a number of actions we consistently do for each task, which have to happen in the workflow scope rather than the task scope.

By adding global on entry and on exit scripts, we would be able to code these in one place and be sure they always ran.

If you accept other jira JBPM-3910 then seeing a global setting for exception handling would also be useful.

The fewer places we have to repeat code the better for us.
