jbpm-console throws exception on tomcat due to no JACC support

Since 5.3 when JACC based implementation was introduced to retrieve user roles in console deploment on tomcat fails since tomcat does not support JACC out of the box.

This issue is about to identify possible solution to the problem and none can be found secure that it will not break console functionality by throwing exceptions.
