Add API function to purge history

Currently there is no public API to remove old history information from the history tables. This can lead massive build-ups in the long run.

Please add a function to historyService to allow removing old history information - for example to remove process instances completed before a certain date.

The implementation should be prepared to manage and remove HUGE number of history process instances.
