Description
When creating a Tomcat service on Windows,
it has to be done in console started by right-clicking on a Command Line shortcut in Start menu, and selecting "Run as Administrator" - even if the Local Policy settings were set as per

If not running that way, i.e., running under Administrator account, but normally launched console (Start->Run->Console->cmd), then it fails with the following being logged.
It would be nice to find a way to make this doable without such shenanigans.
Is that possible?
