If a topic or queue was created with the same name as an existing topic or queue, the new one
overwrote the old one. This has been resolved by causing an attempt to create a topic or queue with a
duplicate name to fail, generating an error.

1) Run EAP 5.1.0.CR1, go to Admin Console
2) Create a Queue named abcd
3) Create a Topic named abcd
4) The Queue disappeared.
