Preload commons logging in web container to avoid container/application interactions

The commons logging 1.1 version use of the tcl is conflicting with web apps using older commons logging versions. We need to preload the web container classes to bind the commons logging classes in web container context to avoid container/application interactions with when the web apps use commons logging with a local configuration.
