Send TMFAIL and do setRollbackOnly before connection is killed

An Enterprise Information System may assume that the TMFAIL signal occurs on the same connection that had the failure.

Add a system property called

ironjacamar.rollback_on_fatal_error

to control if setRollbackOnly() should also be called. Default is true.
