Update the maven plugins' manifests to use m2e 0.13/1.0

    Description

      m2e graduated from incubation and m2e 0.13.0 is being rebuilt as 1.0.
      We need to update all the plugins depending on upstream m2e to use bundle-version="[0.13.0,1.0.1)" instead of "0.13.0"
      This impacts all maven plugins as well as the forge ones
