Update the maven plugins to use m2e 0.13/1.0

    Description

      We need to provide integration for m2e 0.13/1.0 in JBT 3.2.x.
      That means backporting the current code from trunk to the 3.2.X branch.
      According to Snjezana, there are no dependencies on new code/features from JBT 3.3.0, so it should be pretty straightforward.
