Instance view: "Launch instance" should be enabled even if no instance is selected

1) make sure you have cloud 2) open up instance view && make sure you have no instance selected (you might have to restart deltacloud tools if you have an instance selected) 3) right click in an area without instances in the instance view Result: "Launch instance" is disabled in the context menu and in the toolbar Expected: "Launch instance" is enabled since you should be able to launch an instance even if you have no instance selected
