Major Description
The New File Wizard can not be advanced beyond the first page ("Select a wizard - New BPEL Process File") if the selected project does not have a BPEL facet. No error message is displayed but there is a stack trace in the log. The correct behavior should be to allow creation of the BPEL process file, but display a warning if the project does not have a BPEL facet.
