Do not warn about nonexisting keys when launching and RSE is not enabled

          Description

          When launching instance and user disables 'Create RSE Connection' we should not check private keys or warn about notexisting private keys.

                This is not important enough to delay the current release schedule. This would also require moving code between two different plugins. Higher risk, higher effort, and not for GA.
