Add Import/Export buttons to Visual Templates Preferences page

Now the templates can be exported through File->Export->Unknown tags templates only. This place is hard to find. It would be great if the Visual Templates Preferences page had buttons Import/Export (same as Visual Page Editor->Code Templates). See screenshot-1.png.
