Add setting up of taglib using DND from palette

1) Create a new jsp or xhtml page
2) DND some component from palette into visual pane (for example rich:calendar)
ASSERT: Insert tag dialog should appear, taglib should be added automaticly at the top of the source pane, component should be rendered.
ACTUAL: Insert tag dialog doesn't appear, taglib isn't added, component isn't rendered
