There should be an option to/not to copy the libraries when user create New Seam Project.

          Description

          First task is to make Seam Facet Install Delegate not copy libraries and resources from Seam Runtime at all

          Lets separate this task to another issue (JBIDE-8801)

          Second task is add combo box to New Seam Project Wizard in order to define different ways to specify libraries for Seam Project

                talking with akazakov I understand that the idea is to use library facet provider + add option seam runtime classpath container.

                I would say go for the library facet provider for M3 if doable but leave out the seam runtime classpath container.
