Steps to Reproduce:

1.EXEC:new openshift V3 connection -> select an existed project
2.EXEC:right click the project -> New -> Application
3.EXEC:select 'Use a template from my local file system' -> select template 'application-template-stibuild.json' -> click 'Next'
4.ASSERT: Got 'Template Parameters' table is empty
actually there are some parameters in template 'application-template-stibuild.json'.

When new app from local templates with application wizard, no parameters is displayed in Templates Parameters table.
