Add link to OS3 preferences in missing OpenShift Client binary dialog

    Description

      • Create a new OpenShift Application with the eap-basic-sti template
      • Make sure no oc executable is set in OpenShift v3 preferences
      • from OpenShift Explorer, right click on a pod and choose Port Forwarding...
      • A error dialog is shown because of the unknown binary location
        => there should be a link to go to the OpenShift v3 preferences directly, so a user could fix the issue
