Create API for 'sun' package reflection calls in o.j.t.common.debug

Since there's code duplication between jvmmonitor and o.j.t.common.debug, these api calls should be unified whenever possible in the lower-level plugin, which in this case is in common.

This includes any access to Tools.jar classes
