Publish the Hibernate Tools 4.x releases

The only published releases of Hibernate Tools 4.x are in CR1 (4.0.0.CR1 on GitHub and 4.3.1.CR1 in Central).

It would be good to have a final. It not the 4.0, 4.1, 4.2 , at least a 4.3.0.Final or the next 4.3.1.Final
