VPE toolbar has many disabled toolitems when HTML page is opened

      1. Open HTML page in VPE editor with Visual/Source tab opened

      ERROR: Many Toolitems of VPE toolbar are disabled

      ERROR: Formatting toolbar is missng

      For JSP page it works as expected
