Servers without a runtime cannot be selected as target runtime for new projects

Servers without a runtime cannot be selected as target runtime for new projects.
Yeah, I know, this sounds kind of obvious - there's no runtime, so it cannot be selected as a target runtime. On the other hand, when you create archetypes from central, there really shouldn't be anything stopping us from allowing users to select servers without runtimes. What do you think about this?
