Seam EL Content Assist suggests wrong proposals if we have an uncompleted EL in text.

Testcase:

EXECUTE: Create Seam WAR Project.
EXECUTE: Open home.xhtml
EXECUTE: Insert <h:commandButton action="#{actor" value=""> </h:commandButton>/>
EXECUTE: Ctrl+Space on <h:commandButton action="#{actor" value=""> |
ASSERT: There is not any proposal for EL.

It seems CA desids to provide proposals for uncompleted EL "#{actor" as though cursor is in an attribute.. But now cursor is in a tag body.
