Wizards from central fail to create projects when offline

If you try to go offline (see JBDS-2552) and create a new project from an archetype in central (or any project example archetype), project creation will fail as the archetype can't be resolved (even if it exists locally)

This is an upstream issue, caused by some bad initialization logic in the maven archetype code. Until this is fixed in m2e, we can ensure proper initialization happens before creating the project.
