Add runtime detection for Tomcat runtimes

As I develop m2e-wtp, I'm not exclusively working with JBoss runtimes and I use Tomcat a lot. It'd be nice if there was a tomcat runtime detection feature available. Max tells me the runtime detection framework is runtime agnostic (i.e. not bound to JBoss Tools dependent runtimes), so I assume it should be doable.

Not to mention tomcat usage >>> JBoss AS usage
