JBoss Central should be available under Window>Show View

Click Window>Show View> Other. JBoss Central should be listed here under JBoss Tools along with all of the other views.

I realise you can also show JBoss Central by clicking the icon in the toolbar. But if someone chooses to customize the toolbar and remove the icon then they have no way of showing JBoss Central.
