Xhtml files appear garbled when it's reopened in the JBDS editor

      0. Set LANG=ja_JP.utf8 in OS environment.
      1. Set UTF-8 in the default encoding in Window > Preferences > General > Appearance > Content Types > Text.
      2. Default text file encoding is UTF-8 in Preferences > General > Workspace.
      3. Create a new xhtml file.
      4. Write some Japanese characters.(ex. あいうえお日本語)
      5. Close the editor.
      6. Reopen the xhtml file.

      expected result: あいうえお日本語
      actual result : 縺ゅ＞縺�∴縺頑律譛ｬ隱�

      Description

      Xhtml files appear garbled when it's reopened in the JBDS editor. In Japanese environment, a xhtml file encoded utf8 is written in Japanese characters. The xhtml file appears garbled when it's reopened. This xhtml default text file encoding is Shift_JIS in Properties > Resource. It seems the JBDS does not determine the UTF-8 encoding file.
