Status is not correct after deploying the BPEL project

      By doing 'Full Publish' the status will change to '[Started, Synchronized]'

    Description

      1. Start the server
      2. Deploy the BPEL project
      3. The status has changed to '[Started, Republish]' instead of '[Started, Synchronized]'
