BrowserSim: convert Devices dialog to Preferences dialog

      Now BrowserSim got several new settings ('use skins' and 'window truncating') which could be in preferences. But there are no preferences dialog.

      'Devices' dialog should be converted to 'preferences'. And these preferences should be added to it.
