Deal with a situation when the deployment scanner is set to interval 0 in AS/EAP

    Description

      In EAP 6.0.0.ER1 there was a problem that the deployment scanner interval was set to 0, i.e. disabled.
      As per Max' suggestion, it would be nice to handle this situation should it happen again.
