We should make the new Maven Profile Management UI available to a wider audience.
That means :

• move that UI to a dedicated feature
• remove any dependency to WTP or JBoss commons
• add the new feature to JBoss Tools and JBDS update sites

This makes it installable on its own and easier to contribute/extend for m2e in the future.
