mod_cluster in cache directory in default doesn't exist and therefore it is created under root in default

      Description

      Ad default is mod_cluster enabled and add default must be run as root (because of default ports). In cache directory of httpd already exists mod_proxy and mod_ssl which are created under normal user but there is not a mod_cluster. Therefore when starting httpd (sudo ./apachectl start) the mod_cluster directory is created under root.

      We think that the mod_cluster directory in cache should already exist alredy after unpacking the product zip file the same way as it is with mod_proxy and mod_ssl.

      Question is: Is it correct this way or the directory should already exist there
