EWS release nodes need clarification on useradd and groupadd

      Description

      Currently the release notes state:
      groupadd -g 91 -r apache 2> /dev/null || :
      useradd -c "Apache" -u 91 -g apache -s /bin/sh -r -d /home/apache apache 2> /dev/null || :

      However groupadd and useradd are not available on the path by default. The commands should be modified to:
      /usr/sbin/groupadd -g 91 -r apache 2> /dev/null || :
      /usr/sbin/useradd -c "Apache" -u 91 -g apache -s /bin/sh -r -d /home/apache apache 2> /dev/null || :

      Also these commands need to be preceded with sudo. I've noticed no where in the docs is sudo prefixed to the commands, maybe this is intended or not, but it would be nice to clarify which commands require sudo and which do not. For example useradd and groupadd require it, and chown require it.
