Implement JBeret REST API based on Vert.x

Details

    Description

      JBeret already supports REST API based on JAX-RS (see issue JBERET-149). It should also implement REST API based on Vert.x and Vert.x-web.

      An Http client should be able to invoke batch processing operations through such vert.x-based REST API, in either standalone vert.x and in OpenShift Online public cloud.
