OsCommandBatchletTest does not work on all OS's

    Description

      The OsCommandBatchletTest does not work on all operating systems. While attempting to resolve this I also noticed the commons-exec does not handle destroying processes correctly on Windows. Switching to using the ProcessBuilder seems to fix this issue.
