Dropdown menu items are shown in a flash during initial page load

The dropdown menu items under "Job Instances" and "Job Executions" navtab are shown briefly when loading the page. When the page is fully loaded, the menu items are collpased/hidden.

These menu items should be hidden unless the dropdown caret is clicked to expand it.
