Move restart job parameters text area to the restart modal window

Users often click restart button and then realize they need to add restart job parameters. Currently with the restart job parameters text area located in the main window, users will have to dismiss the modal window first before entering restart job parameters.

Move restart job parameters will keep information and operation together, and reduce the clutter in the main window.
