Make an EL 2.2 backward compatible switch "javax.el.bc2.2" configurable

      UEL-38 introduced an EL 2.2 backward compatible switch "javax.el.bc2.2". However, it's currently unable to enable this in EAP 7. Improve this and expose this properly via configuration.
