      go to quickstrats root directory and run

      mvn clean install -N -s ${MAVEN_SETTINGS} -B -U -Dmaven.repo.local=${MAVEN_REPO_LOCAL}

      or for normal users

      mvn clean install -N

      after that quickstrats should work fine.
