(HHH-11332) QueryAndSQLTest and QueryTest failing on Sybase because null == null

On all other databases, selecting WHERE a=a when a==null, doesn't select the row - except Sybase. QueryAndSQLTest doesn't expect this behavior, it should be skipped when running against Sybase.
