Use specific version of EAP Quickstarts in Development Guide

Section 1.4.2.1. Download the Quickstarts
4. Select the desired version in the Version drop-down menu.
5. Find the Red Hat JBoss Enterprise Application Platform 7.x.x Quickstarts entry in the table and click Download.

These steps should specify version "7.0.0" instead of using general version "7.x.x". The reason is that for micro releases there is no Quickstarts zip. And the documentation is for EAP 7.0.x. This means that the version of QS will always be "7.0.0"
