(7.2.z) Remoting configuration must allow to set heartbeat to 0

    Description

      After REM-311 we need to be able to set heartbeat, read/write timeouts to 0 to disable them, currently they can be 'disabled' by setting them to a big number. They need to be changed from xs:positiveInteger to xs:nonNegativeInteger.
